The right holders and Russian Roskomnadzor will have opportunity to require MinCom to qualify one or another web-site as a mirror of web-site, the access to which has been blocked under Russian law.<\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: justify;\">What is a mirror of web-site <a href=\"http:\/\/iz.ru\/620356\/vasilisa-belokopytova\/minkomsviazi-obiasnilo-chto-takoe-zerkalo-saita\" rel=\"nofollow noopener\" target=\"_blank\">under<\/a> draft? In order to be a mirror the web-site must comply at least with three characteristics from four listed in draft: domain name, design and architecture, content, functional characteristics of web-site. The web-site also can be defined as a mirror if users are redirected to it from web-site which is already blocked.
