He believes non-Russian language content must be broadcasted only \u201cwith original sound and Russian subtitles\u201d if necessary.<\/span><\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Petrov has already sent his ideas to Russian ministry of education. He believes such measure would encourage Russian citizens to learn foreign languages.
