One Russian distribution company has obtained permission to distribute cartoon movie <a href=\"http:\/\/www.imdb.com\/title\/tt4468740\/\" rel=\"nofollow noopener\" target=\"_blank\">Paddington 2<\/a> in Russia.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><!--more--><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">But according to Russian rules, if there is a Russian movie going to be released at the date when the foreign, especially of Hollywood production, movie is to be released, the release for foreign movie is to be shifted to other date. Such \u201cdate shifting\u201d has occurred with Paddington.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Preliminary approval of Russian MinCult for distribution was 18 of January. The sales of tickets have been started. But little later at the same date has been approved the release for Russian movie, therefore the release for Paddington has been shifted to February. But certain amount of tickets has been sold. What to do? The MinCult <a href=\"https:\/\/www.vedomosti.ru\/technology\/articles\/2018\/01\/18\/748254-minkulturi-obvinilo-kinoteatri-halatnosti\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> \u201cit is illegal to sell tickets on Paddington\u201d on the dates which fall out of the dates prescribed in permission for distribution. But this situation with release also happened with \u201c<a href=\"http:\/\/www.imdb.com\/title\/tt4500922\/\" rel=\"nofollow noopener\" target=\"_blank\">Maze Runner: The Death Cure<\/a>\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Association of cinema owners has made a statement, where it has underlined, that it is inadmissible for \u201cRussian MinCult to blatantly interfere with business activity of commercial enterprises \u2013 cinemas\u201d. Such style of management damage the cinemas\u2019 business and interests of Russian viewers, especially when the last have to change their plans and get their money back for bought tickets. The business of movie distribution would develop much better and faster without MinCult\u2019s intervention.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">According to <a href=\"https:\/\/www.facebook.com\/cinemaowner\/posts\/1596918517068598\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a>, the minister of culture does not develop Russian movie industry, does not make successful Russian movies. This statement has been addressed to Russian Prime Minister Dmitry Medvedev and to the chief of Russian Federal Antitrust Service in order to check whether MinCult\u2019s deeds comply with Russian law. Actually the statement accuses the MinCult of destroying the Russian cinematograph.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">How Medinsky <a href=\"https:\/\/www.rbc.ru\/rbcfreenews\/5a6087239a794776fce11e44\" rel=\"nofollow noopener\" target=\"_blank\">replied<\/a> to cinemas? \u201cThey are very emotional\u201d, but the MinCult \u201coperates with figures\u201d. MinCult promised to do everything in the \u201cbest interests of Russian movies\u201d. Why he hates Hollywood? The date shifting was made in order to rise up the box-office of all movies (including Paddington 2).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">How shifting of release dates happened? Company, which applied for permission to distribute Paddington 2 in cinemas, received \u201cpreliminary\u201d approval of MinCult, but this approval was in electronic format. The date for release has been claimed by the company at 18 of January. In relevant registry of permissions the relevant permission for Paddington has appeared and the date of release was 18 of January.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">When the company, distributor of Paddington, received preliminary permission and the permission has appeared in registry, this company started to sell tickets to viewers. But when MinCult issued permission in writing the date was on 1 of February. MinCult just suddenly changed its mind as regards to release dates. About 3000 tickets have been sold.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">The Russian Prime Minister Dmitry Medvedev has <a href=\"https:\/\/www.rbc.ru\/politics\/18\/01\/2018\/5a60e0149a79476df31f13d2\" rel=\"nofollow noopener\" target=\"_blank\">instructed<\/a> to \u201cfigure out\u201d. After that \u201cinstruction\u201d the Russian minister of culture <a href=\"https:\/\/www.rbc.ru\/rbcfreenews\/5a6205079a79474e0a420dcd\" rel=\"nofollow noopener\" target=\"_blank\">stated<\/a> that the system of permission could be changed. Such opportunity could be considered. \u201cWe don\u2019t need bla-bla-bla, we need concrete proposal\u2026\u201d, &#8211; he said. The \u201cstory\u201d of dates-shifting is \u201cinstructive\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">But little later the minister has <a href=\"https:\/\/www.rbc.ru\/society\/19\/01\/2018\/5a62163f9a79476450a0559f\" rel=\"nofollow noopener\" target=\"_blank\">found<\/a> decision, and it is \u201cpreliminary\u201d. The distributors can receive approval for preliminary dates and launch promotion on their own risk, but the minister did not say whether distribution company can sell the tickets only with preliminary dates of release and without final approval, in hard copy.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">But what about the Paddington 2 and Maze Runner.
