Russian educational institutions \u2013 universities, scientific organisations, high schools \u2013 should be guided by it when creating and handling objects of intellectual property. The MinEdu has <a href=\"https:\/\/tass.ru\/obschestvo\/5643559\" rel=\"nofollow noopener\" target=\"_blank\">confirmed<\/a> it approved IP policy.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><!--more--><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">It is typical guidance \u201cwhich should be a benchmark\u201d for educational establishments in developing their own IP policy. Institutions and research scientific organisations are proposed to choose their model of IP rights assignment. It could be any model suitable for educational organisation. The main condition \u2013 this model is to be in accordance with current Russian law. Under approved policy the IP rights can be assigned to educational organisation or can be hold by inventor or author.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">The key point of the IP policy is \u201cincentive system\u201d in the field of IP. The incentive could include monetary incentive and non-financial incentive. The IP policy recommends take into account \u201cfinancing of IP\u201d and \u201cbudget planning\u201d and allocate financial resources for researching, exploring of new fields for scientific work and encouraging the creative and inventive activity.
