The operators, who currently don\u2019t pay for distribution of such content, don\u2019t like such proposal \u2013 it could cost them significantly.<\/span><\/p>\n<p style=\"text-align: justify;\" data-tadv-p=\"keep\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><!--more--><\/span><\/p>\n<p style=\"text-align: justify;\" data-tadv-p=\"keep\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">National Media Group (STS channel, REN TV, 5 Channel) has proposed to adopt a law providing establishment of new operator \u2013 only one \u2013 who would distribute in internet the content of channels from first and second multiplexes, it is about 20 channels. This operator would be intermediary between broadcasters and OTT-services and would handle monetization of content broadcasting in online environment. This proposal has been made at the meeting of Media Communication Union.<\/span><\/p>\n<p style=\"text-align: justify;\" data-tadv-p=\"keep\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">The chief of Russian internet watchdog Roskomnadzor (RKN) also was at this meeting. Perhaps there is idea to create such operator under the patronage of RKN. First channel, STS channel and Russian state television channel (Russia Channel) already have common distribution channel \u2013 Vitrina TV. These channels distribute their content in internet through this platform; they broadcast their content on this platform.<\/span><\/p>\n<p style=\"text-align: justify;\" data-tadv-p=\"keep\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Broadcasters believe the one operator \u2013 who will handle online distribution \u2013 can \u201csecure the unified principles for distribution of content in internet environment\u201d, would improve the fight with illegal distribution of content, and would introduce unified measurement system. All these positive consequences would make content monetization more effective. What concerns monetization, broadcaster believe it must be \u201cabsolutely on their (channels\u2019) side\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\" data-tadv-p=\"keep\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Broadcasters also believe if the distribution of their content in internet would be organized through \u201cone point\u201d, RKN would be easy to tackle illegal distribution because \u201call other points of its distribution would be illegal\u201d. RKN\u2019s representative, Ampelonsky, who was under <a href=\"https:\/\/www.dekuzu.com\/en\/2017\/10\/russian-roskomnadzor-under-enforcement-fire-due-to-fraud-allegations.html\">enforcement fire<\/a>, said that RKN does not participate in discussion, it only watches.
