The Russian ministry of communication and digital development has already drafted the rules of such \u201csponsorship\u201d in the form of <a href=\"https:\/\/regulation.gov.ru\/projects#npa=92780\" rel=\"nofollow noopener\" target=\"_blank\">law<\/a>. The beneficiary of this sponsorship would be the Russian publishing house \u201cThe Big Soviet Encyclopedia\u201d. This publishing house would receive money from state budget to found and maintain the \u201cnational interactive encyclopedic portal\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\"><!--more--><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">This portal should be the main competitor of Wikipedia in Russia, such \u201cRussian Wikipedia\u201d. So as it seems the main difference between both encyclopedias is the principle of content fulfillment. The Wikipedia is some kind of \u201clive encyclopedia\u201d, where the people can participate in writing Wikipedia pages. But Russian Wikipedia could be the Wikipedia doppelganger. Who would write content for it? \u201cSpecial\u201d team under strict control.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">The Russian publishing house would receive funds not only to form payroll fund for its employees and to cover administrative expenditures, but also for creation of content, like:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">1) paid subscriptions for technical, scientific and any other literature necessary to write a content for Russian Wikipedia, to receive access to different paid internet \u201cplatforms\u201d in order to obtain necessary information;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2) production of audiovisual material in the premises of cultural bodies (theatres, museums etc.);<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">3) exploitation of archive materials;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">4) digitization of material.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">For example, EU developed strategy for copyright issues in order to digitize cultural heritage and comply with rights of authors and other types of right holders, the Russian strategy has only one purpose \u2013 to create Russian Wikipedia and fulfill the new portal with content. That\u2019s the main purpose.
