This draft law contains amendments to laws \u201cAbout communication\u201d and \u201cAbout information, its protection and informational technologies\u201d. This document should realise Russian president\u2019s instruction given as a result of meeting organised by Russian Security Council in 2014. At this meeting outcomes of tests on stability of Russian internet and questions of its autonomous work have been discussed: in case of emergency whether Russian segment of internet will function even if it will be cut off from worldwide internet.<\/p>\n<p align=\"justify\"><!--more--><\/p>\n<p align=\"justify\">Mincom\u2019s draft law provides different ways of help for state authorities to trace routs of internet traffic in network. Mincom proposes to make state system to monitor how \u201cresources of global addressing and global network identifiers (DNS and IP-addresses) are used\u201d. This system should also trace a work of critical elements of Russian network infrastructure. For these purposes a registry of addresses in Russian network will be created. It is intended to help to Russian state authorities to understand how Russian segment of internet works. Now Russian state does not understand it \u2013 Russian segment of internet is very complicated. Amendments are necessary to protect Russian internet from external attacks. For example, currently all IP-addresses are allocated to operators by RIPE NCC, operators use its data base automatically in order to build routs of traffic, and if all information about Russian IP-addresses disappears entire Russian segment of internet falls at least for 24 hours. Russian state intends to make \u201cback-up\u201d copy of Russian IP-addresses. Operators could use this service voluntarily. Monitoring of traffic could help to understand which \u201cpoints\u201d in Runet do have connectedness.
