The Russian president has sign the new law establishing the new register containing information on all Russians. The operator of this new register is to be the Russian Federal Taxation Service.<\/span><\/p>\n

The register should contain all available personal information about any Russian citizen. Such information should include personal details, relatives, marital status etc. In other words information from all data bases created and maintained by the other state authorities, should be included in new data base.<\/span><\/p>\n

The full access to the new data base will have only Russian Federal Taxation Service. Other authorities would have the right to receive only certain part of information at the request. The most interesting thing is that Russian state authorities welcome the new law, but some famous people \u2013 artists, actors and performers \u2013 dislike the idea of \u201ctotal digital control\u201d.<\/span><\/p>\n

Actually the main purpose of this register is to collect more taxes rather than protect Russian citizens. The more authorities knew about the citizen, the better they collect taxes.<\/span><\/p>\n

First of all, according to the new law<\/a>, the information is to be collected about all persons, i.e. Russian citizens and foreigners. The law declares the main purposes for which information is to be collected.<\/span><\/p>\n

These purposes are: 1) providing and execution of state services, 2) implementation of policy in the field of social-economic development, protection of rights and legal interests of Russian citizens and foreigners, and ensuring the national security, 3) drafting the federal and local budgets and others.<\/span><\/p>\n

The authorities, who provide the operator of register (Federal Taxation Service), are responsible for correctness and accuracy of information to be included in the register. The operator is responsible for keeping the information, received from the state authorities, in safe and timely updating of register.<\/span><\/p>\n

The operator obliged to juxtapose received information with information it already has. In a case, if operator discovers that the information is not correct, it has to verify it within 5 working days.<\/span><\/p>\n

But there is also good news. Finally the Russian deputies have proposed to unblock Telegram messenger in Russia. The reason is simple \u2013 the Russian authorities officially use Telegram in order to inform Russian citizens.<\/span><\/p>\n

The proposed law<\/a> aims for forbid the blocking of official informational resources and to unblock already existing resources. What the most interesting is that the Telegram, according to explanation note, is one of the main resources of information for state authorities.<\/span><\/p>\n

The note also confirms that, according to the words of deputy of the Russian minister of communication, the Telegram is blocked but not forbidden in Russia, therefore its using is legal in Russia and blocking is pointless.<\/span><\/p>\n

Besides, the total blocking of Telegram is impossible in Russia. Some Russian federal state authorities use Telegram as official means of informing the citizens and all whom it may concern, the Telegram also plays significant social function.<\/span><\/p>\n

And little bit more. The Russian deputy has proposed to increase the penalties for insulting in internet. The draft law proposes to equal insulting in online environment with public insulting. The penalties could rise up in twice.<\/span><\/p>\n

For each case of insulting a linguistic expertise is to be conducted. After such expertise is should be clear whether there is corpus delicti and what sum of fine is to be applied. Apart from fines there is also provided disqualification for the person, guilty in insulting.<\/span><\/p>\n

Little bit interesting about the free internet access to socially significant websites. Most of internet users have no interest to such free internet access. Only approximately 20% of all respondents plan to use this free access to internet.<\/span><\/p>\n

The most of respondents don\u2019t have interest to free internet because they have unlimited internet access and use services, like messengers, allowing them to save traffic and money. The most interesting thing is that only approximately 36% of respondents know or heard about the president\u2019s proposal to provide free internet.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
