But we don\u2019t want to make unbearable conditions for them (but, in fact, <a href=\"http:\/\/www.dekuzu.com\/en\/2016\/02\/new-draft-law-makes-work-and-business-of-news-aggregators-in-russia-more-intensive.html\">draft law makes it<\/a>) therefore we grant only to relevant authorities, but not to citizens, the right to submit a claim to Roskomnadzor.\u201d \u2013 said Kazakov. He also admits Russian market can lose resources with foreign participation (where foreign participation in companies share is more than 20%). \u201cThere are ideological manipulations, and we must control them and minimise foreign influence.\u201d \u2013 underlined Kazakov.<\/p>\n<p align=\"justify\"><!--more--><\/p>\n<p align=\"justify\">Other author of <a href=\"http:\/\/www.dekuzu.com\/ru\/docs\/news_aggregators_initial_draft_law.pdf\">draft law<\/a>, Alexandr Ushenko, partially <a href=\"http:\/\/www.kommersant.ru\/doc\/2923543\" rel=\"nofollow noopener\" target=\"_blank\">bases<\/a> his position on community studies showing that 60% of users receive news from searching programs and aggregators, but not from traditional mass media. \u201cSuch resources determine news agenda by ranking news. Such function requires bearing responsibility like mass media\u201d, &#8211; he says and at the same time underlining that inauthenticity of information can be connected with \u201cengaged placement of news\u201d in top. Besides, such services like Twitter, Facebook are already testing their own news services in other countries, therefore such activity must be regulated by Russian law, he believes. Leonid Levin thinks such regulation is relevant. \u201cToday, it is not so important where news have appeared. More important is \u2013 who will disseminate them. News aggregators play main role and it is very complicated not to observe it. The role of social networks as modern news services is growing and users consume their products like TV and newspapers in past.\u201d<\/p>\n<p align=\"justify\">Russian president\u2019s spokesperson, Dmitry Perskov, <a href=\"http:\/\/ren.tv\/novosti\/2016-02-25\/v-kremle-prokommentirovali-stoit-li-priravnivat-novostnye-agregatory-k-smi\" rel=\"nofollow noopener\" target=\"_blank\">stated<\/a> that Kremlin does not have unequivocal position on this issue. \u201cThere are different points of view, moreover they are well-reasoned.
