The text of developed and proposed amendments is not published yet. The target of changes is Russian governmental decree # 829 \u201cAbout remuneration for free reproduction of phonograms and audiovisual works for private purposes\u201d.<\/p>\n<p align=\"justify\"><!--more--><\/p>\n<p align=\"justify\">\u201cThe list of taxable equipment and mediums used for free reproduction of phonograms and audiovisual works for private purposes along with determined rates of remuneration payable by manufacturers and importers of such equipment and media has been adopted in 2010. Currently it needs to be corrected.\u201d \u2013 stated in information about developed amendments. It is also proposed to exclude provisions referring to contractual procedure of remuneration payment making by importers and manufacturers. Obligation to pay private copying levy arises on ground of article 1245 of Russian Civil Code, but doesn\u2019t arise from agreement between collective management organisation, accredited by state to collect private copying levy, and subject, obliged to pay this private copying levy.<\/p>\n<p align=\"justify\">Other state authority, Russian Ministry of economic development, also <a href=\"https:\/\/rns.online\/it-and-media\/Minekonomrazvitiya-peresmotrit-perechen-tehniki-s-kotoroi-vzimaetsya-nalog-na-bolvanki--2016-01-14\/\" rel=\"nofollow noopener\" target=\"_blank\">works<\/a> on list of taxable equipment and mediums. \u201cFinal decision has been not made, but the work is already started.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Russian ministry of culture (MinCult) believes current system of private copying levy is outdated.
