Copy of this draft law has obtained <a href=\"http:\/\/www.vedomosti.ru\/technology\/articles\/2016\/04\/05\/636390-viplatah-avtoram-muziki\" rel=\"nofollow noopener\" target=\"_blank\">Vedomosti<\/a>. Industry is discussing this legislative initiative. Actually it was made in response to Russian state accreditation. If you can\u2019t beat it \u2013 eliminate it. This proposition is of \u201cpreliminary character\u201d.<\/p>\n<p align=\"justify\"><!--more--><\/p>\n<p align=\"justify\">Among the members of MCU you can find Russian communication operators \u201cRostelecom\u201d, \u201cMegafon\u201d, \u201cVimpelcom\u201d (Beeline brand), \u201cRussian Mobile Systems\u201d (MTS brand), \u201cEr-telecom\u201d, \u201cTranstelekom\u201d, and also media companies \u2013 STS Media, \u201cGazprom-media\u201d, \u201cNational media group\u201d. It seems some of the users, who should take such licences, decided to escape obligation to clear the certain type of rights in music in order to make their business little easy. This idea is not new. It was made public at the forum \u201cInternet economy\u201d last December. It is like a proposition for reforming of collective rights management in Russia. This proposition also aims to abolish non-contractual collective management (except private copying levy), to preclude opportunity for monopoly in the field of collective rights management, to create state registry of copyrighted works.<\/p>\n<p align=\"justify\">Russian Authors society, collecting synchronisation royalties under state accreditation (for authors who have concluded membership agreements and who have not) called this initiative an \u201cexample of blatant infringement of authors\u2019 rights\u201d, an endeavour to deprive \u201clegal\u201d remuneration of authors.<\/p>\n<p align=\"justify\">Sergey Selyanov, founder of his company STV and chairman of Association of movie and TV producers believes cinematography develops in an American way; author of music for Russian film receives good remuneration at the production stage. \u201cTherefore producers and cinemas believe royalties, payable to collecting societies, must be drastically reduced or abolished at all\u201d. Musicians and right holders are not agree and happy with initiative.
