Moreover fines are not proportionate to provisions of Russian administrative code. Committee members also mentioned there is no definition of \u201cnews aggregator\u201d in current Russian law and <a href=\"http:\/\/www.dekuzu.com\/en\/2016\/02\/new-draft-law-makes-work-and-business-of-news-aggregators-in-russia-more-intensive.html\">draft law<\/a>. Absence of such key definition causes \u201cambiguously interpretation of draft law\u201d and can lead to inconsistent enforcement practice.<\/p>\n<p align=\"justify\">Committee members also believe draft law introduces excessive responsibility if news aggregators fail to comply with Russian Roskomnadzor\u2019s orders. If subject of law fails to comply with order issued by state authority he faces fine under provisions of Russian administrative code, without any additional regulation. Therefore it is not necessary to provide additional regulation. In order to restrict access to information by Roskomnadzor\u2019s request the draft law should provide the \u201cscope, character and range\u201d of new information, but it doesn\u2019t.
