What proposed Russian internet tax can cause?

As reported Izvestia.ru, working group evaluated consequences of internet tax. After implementation of this tax within three months 80% of movie theatres will be closed.

This tax also will cut revenues of movie theatres on 30%. Also it is not clear who will finance implementation of tax – money for equipment, its installation and exploitation. If communication operators should bear such expenditures they would recover these costs at least within 10 years. Approximately technical implementation of internet tax can cost from $1 billion to $5 billion. So, if collected remuneration will recover expenditures on tax implementation, as it is planned, rights holders will receive nothing. In that case do the rights holders really need this tax “protecting their interests”?
