The Russian federal state budget should be the main sponsor who help to realize the intention. The Russian ministry of communication and digital development has already drafted the rules of such “sponsorship” in the form of law. The beneficiary of this sponsorship would be the Russian publishing house “The Big Soviet Encyclopedia”. This publishing house would receive money from state budget to found and maintain the “national interactive encyclopedic portal”.

Russian deputies have proposed new fines for persons who don’t comply with Russian law on keeping all personal data within the territory of Russia. The draft law aims to raise liability for non-compliance and provides amendments to Russian administrative code.

The deputy believes if the account owner has died his account and page in social network is to be deleted. So, how to define whether holder of account is still alive – he should post something during the year. If the account – as well as its holder – is silent that means its holder is dead. Simple logic, but implementation of this idea is impossible.

Russian Ministry of economy (MinEc) dislikes draft proposal on mandatory licensing of patent in the case of threat to life. The proposal drafted by Russian Federal Antitrust Service (FAS) has been not approved by MinEc. In order to proceed with proposal FAS must review it and amend in accordance with MinEc’s comments. But most likely the draft proposal would be thrown out and some provisions, which have been no so criticized, can be transposed to the new draft law.

Russian Ministry of Culture (MinCult) has proposed to track each film view in online cinema in special system (single federal informational automatic system of data on films demonstrations in cinema spaces). According to MinCult’s idea online cinemas have to connect to this system and provide it with data required and at their own account. Certainly online cinemas don’t like this idea.

The Russian legislators have decided to regulate the taxi market in Russia. They have drafted and proposed new law on taxi state regulation in Russia. The cruelest provision of this draft law is the restriction of market opportunities for foreign companies, i.e. for taxi aggregators like Uber, Gett and Bolt. Almost everybody knows that the absence of competition leads to market degradation, but the Russian legislators don’t care about it, they believe they can change the laws of economy.

Impact on creative industries’ and right holders’ capacity to control better the availability of their content on user uploaded content services and thereby negotiate with the services the conditions of such use: as the implementation by the services of technologies, such as content identification technologies, will remain voluntary and based on the terms set by the services, it is likely that the baseline scenario will not lead to improvements for rightholders who are likely to continue having difficulties to enter into negotiations and/or negotiate fair terms for the use of their content.

Russian ministry of communication has drafted new presidential decree on establishment of new public state organisation – Russian intellectual property center. The organisation is to be established with aim to improve state policy in the field of intellectual property, consolidation of state and civil society efforts for development of IP market and increasing of export potential in the terms of shifting to digital economy.
