Russian ministry of communication (MinCom) has developed draft of governmental decree in order to implement the law on blocking of mirrors of web-sites. The right holders and Russian Roskomnadzor will have opportunity to require MinCom to qualify one or another web-site as a mirror of web-site, the access to which has been blocked under Russian law.
What is a mirror of web-site under draft? In order to be a mirror the web-site must comply at least with three characteristics from four listed in draft: domain name, design and architecture, content, functional characteristics of web-site. The web-site also can be defined as a mirror if users are redirected to it from web-site which is already blocked. If the new web-site maintains and contains all accounts (logs and passwords) from blocked web-site, it is also a mirror.
