How Russian Ministry of Culture proposes to fight piracy?

Russian Ministry of Culture (MinCult) believes the current Russian law, providing restriction of access to pirate web-sites or illegal content in online environment, is outdated for today realities. Now it is not enough just bring the lawsuit against copyright infringers and seeking restriction of access, it is more simple and faster to block web-site without court order. MinCult believes it is better to restrict access without participation of court order – just at the request of right holder.

The Russian law on film festivals can be mitigated

The governmental law, making clear what is film festival and abolishing the licensing necessary for demonstration of such movies during the film festivals, has been adopted by Russian state duma this summer. Russian legislators believe the law is to be mitigated, therefore they consider relevant amendments. These amendments to the law on film festivals have passed first reading in Russian state duma.

Problems faced by public interest research organisations are likely to remain largely unsolved under this option. Publishers’ market driven initiatives aiming at facilitating mining for non-commercial purposes on the basis of licences will continue to be developed. Over time more publishers are likely to include TDM clauses in their subscriptions or provide open access solutions. This would improve legal certainty for researchers to some extent.

Russian ministry of economy negatively assessed proposed regulation of internet marketplace

This year Russian Federal Antitrust Service (FAS) has developed and proposed its fifth regulation packet for internet marketplace and digital environment in order to ensure health competition and good appropriate conditions for business development. But the Russian ministry of economy (MinCom) after duly review and analyse of proposed regulation has given it negative assessment.

Russian cinemas asked the Russian authorities to forget about the quotas for movies

Recently Russian ministry of culture (MinCult) proposed to set up quotas for screening of movies in cinemas in Russia. Not more than 35% of all screenings for one movie, except the national one, i.e. produced in Russia. This proposal aimed to “support fair competition in Russian market” and provide equal screening opportunities for all movies.

The increasing imbalance between powerful platforms and press publishers, which can also be news agencies, has already led to a remarkable regression of the media landscape on a regional level. In the transition from print to digital, publishers and news agencies of press publications are facing problems in licensing the online use of their publications and recouping their investments. In the absence of recognition of publishers of press publications as right holders, licensing and enforcement in the digital environment is often complex and inefficient.

Russian ministry of culture considers another restriction of distribution for foreign movies

Russian ministry of culture (MinCult) has published amendments to the law on cinema. These amendments one more time confirm the special relation attitude of MinCult to the foreign movies, especially to Hollywood movies. Perhaps because the people prefer Hollywood movies which are demonstrated in Russian cinemas more often than Russian movies?
