Russian authorities consider idea to make operators of satellite TV to provide signal for free

In some aspects the television is very important like internet. Despite the different adopted digital strategies in Russia, the one negative fact still remains – not all regions in Russia are “connected to outside world” and it is not about worldwide network. Some regions in Russia don’t even have opportunity to use mobile phone or watch television. The television is not so serious problem, but the lack of communications facilities is not so positive in modern digital era.

Option 2 would bring a high degree of legal certainty to educational establishments and teachers across all MS. This could lead in the short term to an increased use of illustrative resources and an enriched learning environment for students. The actual impacts on education institutions would vary between MS, depending on how the optional teaching exception has been implemented so far and on the licensing mechanisms in place.

Russian Central Bank wants to expand the scope of its right to block web-sites in Russia

A new draft law is developing in order to provide the Russian Central Bank with authority to restrict access to certain web-sites in Russian without court order. The draft law is targeted at web-sites used for financial fraud. For Russian financial regulator it is irrelevant whether web-site is hosted or operated in Russia or overseas. Currently the draft law passes the interdepartmental consideration and the final version should be agreed near future.

Russian ministry of communication upholds decriminalization for re-posts, posts and likes in social networks

This summer the group of deputies from Russian state duma proposed to decriminalize posting, re-posting, sharing or likes in social networks. The Russian ministry of communication (now it is Russian ministry of digital development, connectivity and mass communication) upholds this idea. The deputy of minister of communication said that criminal liability for re-posts and likes in social networks is to be overruled.

Russian Federal Antitrust Service finally decided what monopoly is in Russian internet

Russian Federal Antitrust Service (FAS) develops fifth set of laws for antitrust regulation in digital markets. FAS has determined what is monopoly in Russian internet – in order to be considered as monopoly the market share of “interchangeable services” must be more than 35%. But there is still no clarity what is market of “interchangeable services”.

Russian ministry of communication has proposed to restrict access to web-sites in Russia without court order

Russian governmental body Ministry of communication (MinCom) has developed and proposed a new draft law – amendments to Russian law on information, its protection and informational technologies. These amendments aim to facilitate restriction of access to any web-site in Russia if such web-site contains information, justifying or reasoning extremism or terrorist activity.

SWD IA on EU copyright modernisation – impacts of baseline option for use of protected content in digital and cross-border teaching activities

The legal uncertainty faced by educational establishments and teachers in certain MS for digital uses is expected to persist under the baseline option. Only reforms at national level or developments in the licensing market could contribute to reduce it. A certain number of MS (e.g. ES, UK) have recently amended their legislation to clarify that the teaching exception applies to content used in secure electronic environments.

The members of Russian Senate proposed new IP object – geographical indication

The members of Russian Senate have proposed for consideration a new draft law providing new intellectual property object – geographical indication. The draft law is currently considered. Explanation note states that it protection of geographical indication is necessary in Russia.
