Russian e-commerce strategy does not provide blocking of online–stores

Developers of Russian e-commerce strategy 2017-2018 decided to make it more democratic and drafted it softly in relation to regulation of distance trade. “The main purpose of strategy is stimulation of trade, but not its restriction”, – explained person knowing the real reasons of new changes in draft document.

Developers decided to exclude application of the law on blocking of web-site to online-stores, which trade illegal and counterfeit goods in Russia. Instead of this measure it was proposed to oblige foreign online trade platforms to inform customers of non-compliance of goods, offered for sale, with relevant applied standards of quality and safety.

Other instrument preventing from illegal online trade could be identification of internet-sellers with help of state informational resources. Other option could be certification and licencing of foreign traders in Russia. From strategy it was also excluded regulation for online-aggregators of goods.
