Russian law enforcement system applies restrictions in internet very broadly, namely restriction of access to web-resources. There is trend to apply such restriction without court order. Even blocking of VPNs does not help. People receive access to blocked web-sites, use VPN services emerging as an offer to demand, and mirrors of blocked web-sites appears in top positions of search results.
The Russian ministry of communication believes the restriction of access is not effective anymore, the development of technologies reduce to zero all attempts to block any web-resource by legal means. Deputy of minister of communication, Alexey Volin, believes the community, and namely the law enforcers, should refuse to ban information in internet. He said, sometimes people don’t even know that they use technology allowing them circumvent restriction of access to certain information or web-site.
