Russia intends to create its own system able to filter all traffic

This system should protect children from negative and dangerous content. As it is declared, a special “white list” of web-sites will be created. This system would call National System of Internet-traffic filtration. Such system is provided in state agenda “Digital economy”. Currently the two options of its realisation are considered.

Why Russian government dislikes draft law on false information in social networks?

Russian government proposed to overwrite the draft law proposing to oblige social networks, working or operating in Russian marketplace, to bear responsibility for content, or information, which users post or publish in such social networks. Social networks would be obliged to create special “administration” to handle issues with user’s content.

The new program for Russian digital economy has been adopted

This program has been developed and adopted in order to implement new Strategy of development for informational society in Russia. This program is called “Digital economy of Russian Federation”. This program has its purposes. Proposal for regulation on the exercise of copyright and related rights for online transmissions of broadcasting in EU – rights issue

Through the principle of contractual freedom it will be possible to continue limiting the exploitation of the rights affected by the principle of country of origin laid down in this Regulation, especially as far as certain technical means of transmission or certain language versions are concerned, provided that any such limitations of the exploitation of those rights are in compliance with Union law.

Russian Ministry of Culture considers idea to help Roskomnadzor to block pirate resources without court order

Russian Ministry of Culture (MinCult) proposed to develop a mechanism protecting national movies and preventing their illegal distribution in Internet. Sounds like a call. So, there is no legal proposal in the form of draft law. There is no draft law, but initiative is presented as legal proposal on portal of legal acts. It is not the first idea of MinCult to restrict access to pirate content in Internet without court’s participation.

Russian ministry of communication has explained what means mirror of web-site

Russian ministry of communication (MinCom) has developed draft of governmental decree in order to implement the law on blocking of mirrors of web-sites. The right holders and Russian Roskomnadzor will have opportunity to require MinCom to qualify one or another web-site as a mirror of web-site, the access to which has been blocked under Russian law.

New law provides regulation for audio-visual services operating in Russia

The law provides definition of organiser of audio-visual service. It is an owner of web-site and/or its single page in Internet network and/or software for computers, which are exploited (web-site, page or software) to form and/or to organise dissemination in Internet a set of audio-visual works, if access to such audio-visual works is provided for payment and/or under condition to view an ads, intended to attract attention of consumers, residing in Russia, and the quantity of visitors is not less than 100 thousands a day from territory of Russia.
